Job Description

The Foundation for Medical Services is seeking to recruit a Sourcing Executive to join its team.

Jobsplus Permit Number: 329/2024.

Reports to: Head of Sourcing and Contracts / FMS CEO and his / her named delegate/s

This role will primarily assist the Sourcing and Contracts Head/Manager in all the procurement services at FMS.

Main duties and responsibilities:

  • Provide a strategic, efficient and flexible procurement service which will deliver optimum value for money, cost savings and best quality of service;
  • Advise and support staff in procurement and supplier relationships helping to drive better procurement practice;
  • Support the Sourcing and Contracts Head / Manager in procurement activities such as the tender process, supplier relationships and contract management for goods and services;
  • Assist teams with purchases and order enquiries;
  • Ensure purchases are properly approved in terms of public procurement regulations;
  • Providing procurement support as directed by the Sourcing and Contracts Head / Manager;
  • Assisting in and supervising the procurement of goods and services and other procurement activities as directed by the Sourcing and Contracts Head/Manager;
  • Administering supplier contracts;
  • Keeping proper records and organised documentation of all procurement and contract management activities, including for EU-funded projects;
  • Assisting in the development of internal procedures and documentation;
  • Helping to drive better procurement practice across the entity;
  • Feeding back departmental sourcing requirements to the Sourcing and Contracts Head/Manager to help identify where aggregated spend might offer better value for money;
  • Communicating opportunities to achieve better value for money through better procurement practices;
  • Communicating improved ways of working;
  • Any other procurement or buying requirements as requested by the Sourcing and Contracts Head / Manager;
  • Providing assistance to the Procurement Head / Manager throughout the public procurement cycle, including the preparation of procurement documents and contracts;
  • Assisting in the detailed monitoring and enforcement of PPP and ensuring that all procurement documents are in line with the applicable procedural and technical requirements whilst ensuring the confidentiality of sensitive procurement information at all times and ensuring compliance in such proceedings;
  • Providing assistance in preparing all the necessary processes for the publication of calls for quotations and / or tenders;
  • Attending Tender Opening Sessions and other pertinent assignments to ensure that all stipulated regulations are adhered to;
  • Serving on evaluation boards;
  • Operating IT Systems, including e-procurement portal (ePPS) and SFD;
  • Carry out any other duties which may be requested by the Management from time to time.

Eligibility requirements
Eligible candidates must be FMS Employees who are / have:

  • In possession of a Diploma at MQF Level 5 in either Procurement, Business Administration, Finance or a relevant and related field and a minimum of one (1) year working experience in an office environment, preferably carrying out duties related to Procurement, Finance and / or Administration; Or;
  • In possession of a minimum of 7 years’ working experience in an office environment, preferably carrying out duties related to Procurement, Finance and / or Administration; And;
  • Be IT literate (preferably in possession of ECDL);
  • Having experience of the tender process, supplier relations and/or contract management;
  • Having experience of tracking and dealing with enquires and working to deadlines shall be considered as an asset;
  • Having experience of planning, organising and prioritising workload shall be considered as an asset.

Type of contract and salary range:

  • Contract type: Indefinite with a probationary period of 6 months;
  • Salary range: €26,207 – €29,129.
