An opportunity has arisen within the Contracts and Legal unit for the position of Contracts Manager. This role is at the forefront of directing the Agency tendering and contracting processes, ensuring operational excellence and adherence to applicable regulations and legal frameworks. Reporting directly to the Chief Financial Officer (CFO), the individual in this position is instrumental in steering the Contracts and Legal Unit towards achieving higher levels of efficiency and effectiveness, reflecting a commitment to leadership, integrity, and professionalism.

Core responsibilities and objectives

  • Leadership and Management:
    • Spearhead the Contracts and Legal team by providing guidance, direction, and leadership. Your role will be critical in motivating our dedicated team to excel in their duties and contribute significantly to the Agency’s overall success.
  • Regulatory Compliance and Efficiency:
    • Oversee the Agency’s tendering and contracting processes, to ensure all activities strictly comply with current procurement regulations, legislations, government circulars, and EU guidance notices.
  • Procurement Advice:
    • Provide procurement advice to the Project and Service Managers within the Agency, aiding in establishing the proper procurement vehicles for the execution of MITA projects and services.
  • Policy and Procedure Enhancement:
    • Routinely assess and update the Agency’s procurement policies, procedures, and guidelines, recommending improvements to internal reporting and process optimization.

The ideal candidate

  • Demonstrates good management skills, capable of leading a team towards the realization of strategic objectives.
  • Possess comprehensive knowledge of Public procurement laws, regulations, and practices.
  • Exhibits strong organizational skills, with a keen ability to manage time effectively, ensuring tasks are completed within established deadlines.
  • Show a proactive approach to problem-solving, capable of offering innovative solutions to complex challenges.
  • Holds excellent communication skills, both written and verbal, facilitating clear and effective interaction across all levels of the organization.
  • Be highly motivated, driven, and committed to excellence in governance and operational efficiency.

Eligibility requirements
One of the following qualifications and / or experience in areas related to Finance and / or General Management and / or Law, as follows:

i) A qualification at MQF Level 7 (or higher) and 5 years experience, 3 of which must be specifically in a leadership role; Or
ii) A qualification at MQF Level 6 and 6 years experience, 3 of which must be specifically in a leadership role; Or
iii) Ten years work experience, 3 of which must be specifically in a leadership role.
