Job Description

The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Director (Regulatory Affairs).

Overall Purpose of Position

  • To assist the Director General in fulfilling the responsibilities of the Technical Regulations Division (TRD) and is expected to assist in the promotion of the Malta Competition and Consumer Affairs Authority (MCCAA) mission statement and to respect and implement the policies established by the Board of Governors;
  • To ensure that the responsibilities of the department, as provided for under the pertinent legislation, are met;
  • To develop the necessary strategies, plans and programmes for the performance of the department, in view of the responsibilities of the Authority;
  • To actively work towards meeting targets established by the TRD.

Main Accountabilities and Responsibilities
The selected candidate will be expected to:

  • Assist the Director General (Technical Regulations) in the performance of their duties and responsibilities according to the MCCAA Act (Cap. 510 of the Laws of Malta), namely in the direction, management and operational requirements of the Regulatory Affairs Directorate;
  • Lead the drafting of relevant legislation, in relation to areas under the TRD’s responsibility;
  • Ensure that the implementation or transposition of EU legislation under the TRD’s remit is carried out in an effective and efficient manner so that the Authority effectively responds to changes when necessary;
  • Assist in the establishment, coordination, implementation and communication of the TRD’s regulatory programmes, in particular, to exercise the Division’s advisory functions, emanating from the pertinent legislation;
  • Assist in the formulation and management of programmes aimed at educating, consulting, communicating and following up with stakeholders, with regard to the requirements stipulated in the regulatory segment of the TRD;
  • Assist all sectors of industries to understand and meet the essential requirements imposed by technical regulations under the remit of the TRD as well as any other applicable standards, regulations and directives;
  • Provide direction on the notification, registration, approval and authorisation processes under the remit of the TRD under the general direction of the Director General (Technical Regulations);
  • Spearhead the provision of training and information on technical regulations under the remit of the TRD;
  • Ensure that responsibilities under the remit of the TRD by virtue of legislation on the mutual recognition of goods lawfully marketed in another Member State are fulfilled efficiently and effectively;
  • Lead the establishment, chairing and coordination of technical committees under the general direction of the Director General (Technical Regulations);
  • Assist the Director General (Technical Regulations) in the drawing up of the Authority’s business plan, to submit annual reports, to develop the necessary strategies, and to generally exercise the regulatory responsibilities conferred upon the TRD under the relevant legislation.
  • Assist in ensuring that the quality system of MCCAA is implemented and maintained in accordance with the requirements of SM EN ISO 9001:2015 and any applicable amendments as may be required;
  • Manage and participate in multiple fora and activities at both local and international levels, as directed by the Director General (Technical Regulations);
  • Manage and implement projects, including EU-funded ones, aimed towards achieving the established targets;
  • Participate in and contribute to cross-functional teams as required and/or where can contribute;
  • Consult with departmental managers in the assigned departments;
  • Keep abreast on best practices in the area of expertise through research, training and participation with external groups and bodies;
  • Carry out effectively any other duties and responsibilities as directed by the Director General (Technical Regulations) and the Chairperson’s Office.

Working Conditions

  • The nature of this position requires the employee to work a 40-hour workweek;
  • Expected to work flexible hours in order to meet accountabilities and attend meetings outside office hours;
  • Expected to maintain oneself abreast with best practices relevant to the role and participate in any provided training sessions;
  • May be required to travel for business purposes;
  • Abide by rules and regulations set forth by the MCCAA and meet expected quality standards;
  • Uphold ethical standards and maintain integrity at all times.

Qualifications and Experience
By the closing time and date of this call for applications, applicants must:

  • Be in possession of a recognised qualification at MQF level 6 (subject to a minimum of 180 ECTS / ECVET credits, or equivalent*) in the area of Engineering or Science, or an appropriate, recognised, comparable qualification plus five (5) years relevant work experience, of which three (3) years must be in a managerial role; Or
  • Be in possession of a recognised qualification at MQF level 7 (subject to a minimum of 90 ECTS / ECVET credits, or equivalent) in the area of Engineering or Science, or an appropriate, recognised, comparable qualification plus three (3) years experience which must be in a managerial role; And
  • Have excellent verbal and written communication skills in English and Maltese.

*A recognised qualification comparable to 180 / 90 ECTS / ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

  • Regulatory and legal expertise: Profound understanding of local, EU, and international regulatory frameworks, with a focus on technical regulations;
  • Leadership and team management: Proven leadership qualities with the ability to inspire and manage a multidisciplinary team;
  • Planning, risk management and performance: Demonstrated ability in developing and overseeing the implementation of plans and business objectives, identifying and managing regulatory and operational risks, and enhancing the performance of systems, tools and resources;
  • Analytical and decision-making skills: Ability to analyse complex regulatory issues and make informed decisions;
  • Legislative proficiency: Skill in drafting and interpreting legislation, especially concerning technical harmonisation;
  • Effective communication and negotiation: Exhibit strong interpersonal skills, effectively conveying regulatory requirements and adeptly negotiating with resistant stakeholders under strict timeframes;
  • Problem-solving and adaptability: Competence in identifying issues, as well as developing, communicating and implementing solutions, adaptability to changing regulations and environments;
  • Ethical integrity and professional development: Commitment to continuous professional growth to stay abreast of regulatory changes and best practices, and to high ethical standards even in challenging scenarios, complemented by the mental toughness to persist in confrontational situations;
  • Project management: Experience in managing and implementing projects successfully;
  • Quality management systems knowledge: Familiarity with internationally recognised management systems and their implementation.
