Job Description

The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Director (Enforcement).

Overall Purpose of Position

  • To assist the Director General in fulfilling the responsibilities of the Office for Consumer Affairs and is expected to assist in the promotion of the MCCAA mission statement and to respect and implement the policies established by the Board of Governors;
  • To ensure that the responsibilities of the department, as provided for under the pertinent legislation, are met;
  • To develop the necessary strategies for the performance of the department, in view of the responsibilities of the Authority;
  • To actively work towards meeting targets established by the Authority.

Main Accountabilities and Responsibilities
The selected candidate will be expected to:

  • Assist the Director General (Consumer Affairs) in the performance of their duties and responsibilities according to Cap. 510 of the laws of Malta, namely in the day-to-day operational requirements of the Enforcement Directorate;
  • Provide input on policy formulation and to ensure the effective implementation of adopted policies;
  • Investigate unfair commercial practices and unfair contract terms, whilst monitoring markets and commercial activities, offline and online, and institute enforcement action where necessary;
  • Ensure that the Digital Investigations Unit diligently performs its responsibilities related to the surveillance of online activities, providing support in digital investigations, including the collection of evidence, and participating in relevant EU working groups and meetings;
  • Develop the necessary strategies for the delivery of the responsibilities of the Directorate;
  • Assist the Director General (Consumer Affairs) in the investigation of practices that go against consumer interests;
  • Assist the Director General (Consumer Affairs) in the Office’s responsibilities pertaining to the Consumer Protection Cooperation Regulation;
  • Ensure that processes adopted by the department are efficient and lead to effective results;
  • Draw up business plans as required;
  • Assist in ensuring that the quality system of MCCAA is implemented and maintained in accordance with the requirements of SM EN ISO 9001:2015 and any applicable amendments;
  • Contribute to and participate in pertinent meetings at EU and international level as and when required;
  • Manage and implement EU-funded projects aimed towards achieving the established targets;
  • Carry out effectively any other duties and responsibilities as directed by the Director General (Consumer Affairs) and the Chairperson’s Office.

Working Conditions

  • The nature of this position requires the employee to work a 40-hour workweek;
  • Expected to work flexible hours in order to meet accountabilities and attend meetings outside office hours;
  • Expected to maintain oneself abreast with best practices relevant to the role and participate in any provided training sessions;
  • May be required to travel for business purposes;
  • Abide by rules and regulations set forth by the MCCAA and meet expected quality standards;
  • Uphold ethical standards and maintain integrity at all times.

Qualifications and Experience
By the closing time and date of this call for applications, applicants must:

  • Be in possession of a recognised qualification at MQF level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent) in the area of Law, Economics or Management, or an appropriate, recognised, comparable qualification plus five (5) years relevant work experience, of which three (3) years must be in a managerial role; Or
  • Be in possession of a recognised qualification at MQF level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent) in the area of Law, Economics or Management, or an appropriate, recognised, comparable qualification plus three (3) years experience which must be in a managerial role; And

Have excellent verbal and written communication skills in English and Maltese.

*A recognised qualification comparable to 180/90 ECTS/ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.
