Job Description

The FIAU is seeking to recruit a Team Lead (Assistant Manager grade) to join the Network and Security team. This team forms part of the Technology and Information Security section, and its core function is the provision and maintenance of a redundant, secure and reliable network for the FIAU employees and it’s IT infrastructure. The Network and Security team, strives to provide the right secure office tools to its FIAU users to ensure the best value and solutions according to the FIAUs operational requirements and industry standards.

The Role

  • Leading the Network and Security team’s day-to-day operations by establishing team sprints, following progress and guiding the team members to successful completion of their tasks.
  • Ensuring quality of service and compliance according to industry standards (ISO27001:2022).
  • Project manage and lead the FIAUs strategy projects involving the Network and Security team whilst keeping in line with the project timelines and technical documentation required.
  • Reporting to the Head of Section on a regular basis on the work in progress and work completed.
  • Coordinating team resources to ensure the continuity of technical support and the FIAUs systems.
  • Provide technical guidance and mentoring to the Network and Security team members.
  • Provide technical sessions to the FIAU staff to ensure compliance with procedures.
  • Coordination of technical projects with 3rd party suppliers whilst ensuring proper requirement gathering and completion of projects.
  • Lead the team by example whilst ensuring team spirit and instilling respect towards colleagues.
  • Developing the team members to achieve more and pushing the team to new heights.
  • Sharing all technical aspects with your Head and team members via WIKI documentation and verbal communication.

Technical Responsibilities

  •  Managing and maintaining the FIAU’s IT Systems, providing support and resolving issues in order to ensure stable operation, availability, integrity and reliability.
  • Administration of the Unit’s office and Microsoft SQL database applications.
  • Administration of the Unit’s Microsoft 365 email communications, including EU and non-EU communication methods.
  • Maintenance and supporting security communications equipment, such as CCTV, Access Control and PABX systems.
  • Managing and coordinating system applications and server and network hardware upgrades.
  • Writing and maintaining documentation for IT Systems installation and configurations, operations, development, and data management in accordance with the FIAU’s policies and procedures, while guiding the team to maintain documentation.
  • Ensuring that servers’ backups, and monitoring system health is performed by the team.
  • Creating and maintaining user accounts and assigning permissions through active directory and other application systems.
  • Proposing improvements to systems and processes.
  • Providing second-level support to staff and training to users when required.
  • Liaise with providers of hardware, software maintenance and software development.
  • Participation in the procurement of IT equipment and software through the Malta Government eTenders system.
  • Reviewing service level agreements and ensuring that SLAs agreed with ICT suppliers and software companies are adhered to.
  • Supervision of the ICT support officer engaged within the Administrative and IT section of the FIAU.
  • Producing technical design ideas for new technologies.
  • Providing after-hours support for planned maintenance when required.
  • Performing tasks and projects as assigned from time to time by the Head of IT, Director and / or Deputy Director of the FIAU.
  • Assisting the FIAU in Maltese court on IT-related matters where there is a need.

Information Security Responsibilities

  • Developing and maintaining the Unit’s information security policies and procedures.
  • Analyse, plan and coordinate all the work required in relation to the Unit’s system security.
  • Coordinate and assist in the monitoring and investigation of security alerts, audit logs and reports and manage IT security incidents.
  • Conduct periodic vulnerability / penetration tests / audits and investigate potential or confirmed security risks.
  • Implement, manage and administer the SIEM system (security information and event management).
  • Manage IT security tools such as anti-virus, anti-malware, web filtering and email anti-spam.
  • Delivery of Information security awareness training to all employees.
  • Research, implement and maintain new technology initiatives to improve the Unit’s security systems.

Business Continuity Plan and Disaster Recovery Plan

  • Executing the DR plan when the BCP has been triggered, even when out of office hours together with the BCP team.
  • Development and maintenance of the business continuity and disaster recovery plans including hardware, software, connectivity and web services.
  • Assessment of the business continuity implications of proposed technological and organisational changes and coordinating any revisions to the business continuity and disaster recovery plans.
  • Training the Unit’s employees with specific business continuity responsibilities to fulfil their assigned responsibilities of the business continuity and disaster recovery plans.
  • Ensuring that all technical components of the business continuity and disaster recovery plans are successfully tested at least annually or whenever significant changes are made to those components.
  • Document policies, standards and procedures related to IT security, IT risk and business continuity and disaster recovery plans.

Requirements

  • The chosen candidate must be in possession of a University degree at (MQF level 6) in Computer Science coupled with 5 years experience (incl. 1 in a senior role) relevant to this post. Or,
  • In possession of a diploma at (MQF level 5) in Computer Science coupled with 7 years experience relevant to this post.
  • Candidates with longer working experience relevant to the role will be preferred.
  • The selected candidate must have experience in maintaining and managing an IT infrastructure in the following areas: Network (LAN, WAN), storage and backup, active directory and Windows systems administration.
  • Must have knowledge and understanding of network optimization solutions.
  • An advanced understanding of IP networks, network components and troubleshooting using tools to diagnose and resolve issues.
  • Expertise in anti-virus software, intrusion detection, firewalls, and content filtering.
  • Knowledge of risk assessment tools, technologies, and methods.
  • Knowledge of disaster recovery, computer forensic tools, technologies, and methods.
  • Experience in developing contingency plans to deal with organizational emergencies.
  • Experience in industry technologies such as CCNA and MSCA would be considered an asset.
  • Being proactive and showing a positive attitude towards the duties and colleagues.
  • Be expected to be confident in managing highly complex processes, involving cross-functional teams.
  • Be a confident and articulate communicator capable of driving strong collaboration across multi-disciplinary functions.
