The Office of the State Advocate invites applications for the position of Head Corporate Services at the Office of the State Advocate.

Terms and Conditions
2.1 The contract for this position is for three (3) years, with a probationary period of twelve (12) months.
2.2 The basic salary (at 2024 rates) for the position of Head Corporate Services is €40,145 per annum.
2.3 The selected candidate shall also be entitled to maximum of 15% Performance Bonus of his / her annual basic salary subject to satisfactory performance. In addition, the appointee shall also be entitled to an annual Communication Allowance of €1,600; a Transport Allowance of €4,658; a Management Allowance of 15% of basic salary; an Expense Allowance of €4,000; a Training Allowance of €1,200; and a 10% Monitoring Allowance of €4,014.50.
2.4 Since the position of Head Corporate Services is a top management position, this falls under Regulation 7(4)(b)(i) of Subsidiary Legislation 452.81 entitled ‘Contracts of Service for a Fixed Term Regulations’.
2.5 Due to the level of this position, the selected applicant may be required to work outside normal office hours and to travel on the Office of the State Advocate’s Business.

Overall Purpose of the Position
3. The Head of Corporate Services will be reporting to the State Advocate and shall be expected to provide leadership in the smooth operations and efficient utilization of human resources, manage finance and facilities management and develop and implement corporate policies and procedures to uphold regulatory compliance and organizational objectives.

Main Responsibilities
4. The main duties of the Head of Corporate Services are:
a. Oversees the preparation and delivery of the Office’s contribution to the Ministry’s Strategic Plan and Budget;
b. Oversees the preparation and, within approved budgets, the delivery of the Office’s short and medium-term Business Plans, providing leadership and guidance to senior managers as appropriate;
c. Provides direction to officers on the effective management of budgets, the formulation of objectives, and the preparation of operational plans and budgets;
d. Seeks efficiency gains leading to identifiable cost savings within the Office;
e. Applies for EU funds;
f. Manages, controls and directs the State Advocate Office operations so as to ensure, inter alia, the effective utilization of the Office’s resources;
g. Provides timely and effective responses to any queries by the IAID, National Audit Office and the Ombudsman;
h. Provides leadership to and manages the performance of staff members working directly with the Head of Corporate Services in part setting up personal performance plans, including clear targets and expectations, evaluates their performance and provides regular feedback while highlighting areas of improvement. Actively uses available mechanisms to reward and sanction their performance and ensures that the same action is being taken from their end in relation to junior staff under their charge;
i. Creates an annual Employee Development Plan to ensure that the training and professional development needs of the staff are being met;
j. Regularly reviews, at a strategic level, the utilization of the Office’s resources, and takes action to ensure that the right number of people with the right skills and competencies are available at the right time and are being used fully and effectively in a manner that encourages client confidence;
k. Provides visible leadership and takes personal responsibility in ensuring the successful implementation of approved reform initiatives throughout the Office;
l. Makes tangible improvements in service quality, takes full account of the requirements of the Office of the Prime Minister and the Ministry for Justice and Reform of the Construction Sector;
m. Works in direct coordination with the State Advocate in achieving the aims and fulfil the mission of the Agency and for this purpose carries out tasks as the State Advocate may consider necessary from time to time;
n. Drafts and publishes tenders for Capital Projects and Recurrent Expenditure initiatives;
o. Sets up selection committees and coordinates the evaluation of various tenders;
p. Manages and supervises the implementation of Capital initiatives and projects;
q. Attend Court Sittings as witness to the Office when and as required;
r. Carries out any other duty as required by the State Advocate.

Eligibility requirements
5.1 By the closing time and date of this call for applications, applicants must be:

(a) citizens of Malta; or
(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
(e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or
(f) in possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue;

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

And
(ii) able to communicate in the Maltese and English languages;
And
i) in possession of a recognised Master’s qualification at MQF Level 7 (subject to a minimum of 90 ECTS/ECVET credits, or equivalent), or a comparable professional qualification, in Work and Human Resources Management or Management or Training and Development or Corporate Governance and Leadership or Management and Leadership or Business Administration or Strategic Management or Change Management or Public Policy or Creativity and Innovation or Evidence-Based Management or Industrial Relations and Workplace Learning or a comparable professional qualification, plus five (5) years’ relevant work experience of which one (1) year must be in a management position;

Or
ii) in possession of a recognised Bachelor’s Degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent), or a comparable professional qualification, in Work and Human Resources Management or Management or Training and Development or Corporate Governance and Leadership or Management and Leadership or Business Administration or Strategic Management or Change Management or Public Policy or Creativity and Innovation or Evidence-Based Management or Industrial Relations and Workplace Learning or a comparable professional qualification plus eight (8) years’ relevant work experience of which three (3) years must be in a management position.
And
i) Have knowledge and experience in handling of Human Resources and Corporate Services related matters;
ii)    Have good management skills, including a good sense of judgement and decision-making abilities;
And
Have experience in high management positions,
Have the ability to work well with other high-ranking officials within the Office.
And
Are of conduct which is appropriate to the position applied for and must produce a Certificate of Conduct issued by the Criminal Records Office, Floriana or other competent authority not earlier than one (1) month from the date of application.

5.2 Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. A Bachelor’s qualification at MQF Level 6, or equivalent, must comprise a minimum of 180 ECTS/ECVET credits. A Master’s qualification at MQF Level 7, or equivalent, must comprise a minimum of 90 ECTS/ECVET credits. In the absence of documentary evidence as to the ECTS/ECVET credits or other system of measuring the course content, the selection board is to evaluate the submitted programme of study and determine that is comparable to above-mentioned amount of ECTS/ECVET credits. The advice of the MQRIC may be sought.

5.3 Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question, or successfully completed the necessary ECTS/ECVETS credits, or equivalent, taken as part of a recognised higher MQF level programme of study, as required in the afore-mentioned eligibility criteria, by the closing time and date of the call for applications.

5.4 Applicants must be eligible to take up their due appointment, in terms of 5.1 to 5.3 above, not only by the closing time and date of this call for applications but also on the date of appointment.

5.5 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable.

6.2 Original certificates and / or testimonials are to be invariably produced for verification at the interview.

Selection procedure
7.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the post. The pass mark is set at 50% of the maximum mark.

7.2 Due consideration will be given to applicants who, besides the requisites indicated in paragraphs 5.1 – 5.5 have proven relevant work experience.
