Job Description

MGR Human Resources Ltd, member of MAP S.Platis Group of Companies, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements agency. We are looking to hire a Legal Administrator / Interim Support for the European Union Agency for Asylum to be based in Malta.

The position
The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities
The Legal Administrator will be working in the Litigation and Complaints Sector (LCS) within the Legal Services Unit (LSU) and will provide support in relation to:

  • Managing litigation, including legal representation in court proceedings;
  • Managing pre-litigation and complaints, also within the context of the Agency’s operations in the Member States, advising on possible legal risks and contributing to finding sound solutions to avoid litigation;
  • Managing administrative procedures under the Staff Regulations of Officials (Staff Regulations) and the Conditions of Employment of Other Servants of the European Union (CEOS), including disciplinary procedures and procedures under Articles 24 and 90 of the Staff Regulations;
  • Providing sound outcome-focused legal analysis and advice to ensure compliance with legal, administrative and policy obligations, inter alia, in the areas of EU civil service law (Staff Regulations and CEOS) and EU procedural law (litigation before EU Courts);
  • Liaising with external stakeholders such as competent authorities, EU institutions, bodies, offices and agencies in relation to the responsibilities of the Sector;
  • Preparing draft templates, guidelines, internal rules, implementing rules, procedures, policies or decisions;
  • Following the case law of the EU Courts in the areas relevant for the Agency and reporting on most recent developments;
  • Analysing legal documentation and conducting studies/analysis on the relevant legal framework and environment in which the Agency carries out its activities;
  • Preparing legal files for internal circulation and approval;
  • Carrying out any other tasks as requested by the Head of LCS and/or the Head of LSU.

Essential Criteria

  • University degree in Law;
  • Professional experience in relation to the EU legal framework applicable to EU institutions, bodies, offices or agencies.

 Advantageous Criteria

  • Professional experience in relation to (pre-)litigation;
  • Professional experience in relation to the EU Staff Regulations and CEOS.

Minimum Education
Completed university studies of at least three years attested by a diploma.

Remuneration
The position falls in hierarchical Category IV and the associated salary is €44,543.88 gross annually in twelve monthly installments.
