Job Description

The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Professional Officer (Certification) to strengthen its expert team in the Standardisation Directorate within the Standards and Metrology Institute.

This appointment shall be made on the basis of an Agreement for an indefinite period and will be subject to a probationary period of twelve (12) months.

Overall Purpose of Position
To perform work related to Certification in the field of EU and National regulations and standards. The Officer will be responsible for the planning, development, implementation, control and monitoring of certification activities within the Standardisation Directorate.

Main Accountabilities and Responsibilities
The selected candidate will be expected to:

  • Implement certification schemes / services and related activities in line with applicable national and EU regulations (EU ECOLABEL, EMAS, Organic Farming) and standards;
  • Carry out activities related to the various certification functions, including contract reviewing, auditing, sampling and decision-making;
  • Implement risk-based audit and sampling programmes according to established in-house and regulatory procedures;
  • Maintain abreast, review, monitor changes and provide feedback on EU and national regulations, standards and industry best practices;
  • Conduct reporting on the implementation of the certification schemes / services as may be required;
  • Carry out duties related to EU-funded projects being managed by the Standardisation Directorate;
  • Coordinate and follow meetings with stakeholders as per established procedures;
  • Deliver training presentations / courses offered by the Standardisation Directorate as may be necessary;
  • Participate in media activities to generate awareness and promote regulatory requirements related to the certification schemes;
  • Participate in communication strategies as may be necessary;
  • Carry out duties by MCCAA quality policy, safety principles, corporate values and strategies;
  • Carry out any other duties and responsibilities effectively and undertake other assignments as reasonably directed by the Director General, Director or the Chairperson’s Office.

Qualifications and Experience Requirements
By the closing time and date of this call for applications, applicants must:

i.
a. Citizens of Malta; or
b. Citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
c. Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
d. Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
e. Third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18 (3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or
f. In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita’ should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

ii. Be in possession of a recognised degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent*) in Environmental Sciences, or Applied Sciences, or an appropriate, recognised, comparable qualification;

iii. Be computer literate;

iv. Have an excellent command of the English language and preferably the Maltese language; and

v. Be in possession of a clean police conduct, not older than six months.

*A recognised qualification comparable to 180 ECTS/ECVET credits, as applicable is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

Working Conditions
i. Expected to work flexible hours in order to meet accountabilities and attend meetings after office hours;
ii. May be required to travel on business;
iii. Expected to maintain oneself abreast with best practices relevant to the role and undergo training, including training abroad if necessary;
iv. Possess a valid driving license to safely drive assigned vehicles; – Hence, remove and Malta Transport Tag.
v. Abide by rules and regulations issued by MCCAA and meet stipulated deadlines;
vi. Consult with other entities as may be required;
vii. Uphold ethical standards and maintain integrity at all times.
