Job Description

The Foundation for Medical Services is seeking to recruit Financial Controllers who shall form part of the Foundation for Medical Services team.

Overall purpose of position:

  • To monitor all financial aspects of the respective health entity;
  • Understanding fully the operational aspect of the diverse health entities within MFH;
  • Building a rapport with management whilst instilling the principles of accountability and value for money;
  • Financial review of operational budgets submitted by health entities on a yearly basis;
  • Communication and feedback re: budget submissions with respective Finance Managers and CEOs;
  • Approval and consolidation of budget estimates for MFH to be presented to MFIN;
  • Monitoring of cash flows and operational service arrangements/budgets on a monthly basis;
  • Compilation of monthly financial review papers on operational and capital expenditure variances in the various health entities;
  • Activity and case mix analysis vis-a-vis actual expenditure incurred by the entity;
  • Advice on major capital expenditure entered into by health entity and monitoring of capital variances if a project is carried out;
  • Advice on and review of operational costings carried out by respective entity for pricing/tariff purposes;
  • Advise and submit recommendations on internal control weaknesses detected in the operation of the respective entity;
  • Ensuring adherence to international accounting standards and the policy direction given by MFH in line with the System Health Accounting requisite issued by the European Union;
  • Administration and communication duties within the entity;
  • Implement a fully-fledged billing operation with all relevant supporting units, resources and infrastructure;
  • Overseeing the procurement and contractual-related issues;
  • Oversee the management of the Fixed Asset Register;
  • Any other duties as needed due to exigency of service and as required by the Employer.

Job criteria
By the closing date and time of this call for applications, applicants must have:

  • A recognised Master’s degree or an equivalent and relevant qualification at MQF Level 7 in Accounting / Finance and a minimum of four (4) years’ experience in a Managerial role related to Financial Management or Audit; Or;
  • A recognised Bachelor’s degree or an equivalent and relevant qualification at MQF Level 6 in Accounting / Finance and a minimum of six (6) years’ experience in a Managerial role related to Financial Management or Audit; And;
  • Certified Public Accountant Warrant to practice locally as an Accountant.

In addition, candidates will be tested for the following competencies during the interview:

  • Strong leadership skills;
  • Excellent decision-making skills;
  • Proven negotiating and time-management skills.

Type of contract and salary range:

  • Contract Type: Definite contract of three (3) years, carrying an objective reason;
  • Salary range: €50,000 – €55,000 + performance bonus.
