Job Description

  • The duties of Manager (Accounting and Finance) at the Court Services Agency shall inter alia include:
  • Ensures the timely and correct processing of fiscal and financial transactions, verifications, recording, tracking and reconciliation;
  • Ensures the correctness of bookkeeping and other accounting documents, including performing and overseeing work on the bank reconciliations process of the Agency’s bank accounts whilst ensuring that these are kept in a timely manner;
  • Ensures the maintenance and control of accounts such as Court Deposits Accounts, movement between accounts, journal entries in the accounting system, preparation of bank payments as well as assessing depleted funds within the Agency’s vote or contribution;
  • Contributes to the implementation and enforcement of legislation, policies, directions, procedures and guidelines in a particular Directorate or across the Court Services Agency;
  • Assists in the coordination of the release of funds through various mechanisms and the collection of revenue; assists in the preparation of the management accounts, cash flow statements and other financial reports as part of the process.
  • Contributes to and assists in the compilation of various reports;
  • Coordinates the Payroll System at the Court Services Agency and ensures that all deadlines are adhered to in all the tasks required to monitor this system;
  • Assists in budget planning, in the compilation of the three-year Business and Financial Plan and their continuous monitoring during the year;
  • Keeps abreast with accounting standards, financial legislation and other policies as directed;
  • Contributes towards the formulation and updating of policies of a financial nature as directed;
  • Undertakes any tasks which the superior may delegate to him / her as may be required.
  • Any other duties as directed by the Chief Executive Officer and / or the Financial Controller.

Salary and Contract Information
The salary for the post of Manager in Grade 3 (at 2024 rates) is €26,028 per annum, rising by annual increments of €584 up to a maximum of €31,284. The post of Manager in Grade 3 attracts an Annual Performance Bonus of up to a maximum of 10% of the basic salary, subject to satisfactory performance.

Contract Type: Indefinite.

Probationary period: 1 Year.

Qualifications and / or Experience Required
By the closing time and date of the call for applications, applicants must be:

a) Citizens of Malta; or

b) Citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (1), (2) or (3); or

e) Third-country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or

f) In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

The advice of the Citizenship Unit within the Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

And

a) Able to communicate in the Maltese and English languages;

And

b) i) In possession of a recognised Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits or equivalent*) in Accounting or Finance plus one (1) year experience in areas relevant to the post; Or

ii) In possession of a recognized diploma at MQF Level 5 (subject to a minimum of 60 ECTS/ECVET credits, or equivalent*) in Accounting or Finance, plus five (5) years’ experience in areas relevant to the post; Or

iii) In possession of three (3) subjects at Advanced Level plus five (5) years experience in areas relevant to the post; Or

iv) In possession of two (2) subjects at Advanced Level and three (3) subjects at Intermediate Matriculation Level plus five (5) years experience in areas relevant to the post; Or

v) In possession of fifteen (15) years of relevant work experience, eight (8) of which must be related to the duties of this post.

And

c) Of conduct which is appropriate to the post applied for and must produce a Certificate of Conduct issued by the Criminal Records Office or other competent authority not earlier than one (1) month from the date of application.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. A Masters qualification at MQF Level 7, or equivalent, must comprise a minimum of 90 ECTS/ECVET credits or equivalent.
