Job Description
The Office of the State Advocate was established in terms of Article 91A of the Constitution as the principal advisor to Government in matters of law and legal opinion. In providing legal advice, it is tasked to act in the public interest and to safeguard the legality of State action and it also performs such other duties and functions as may be conferred by the Constitution or by any law.
The Office of the State Advocate is seeking to recruit a competent and suitably qualified Senior Manager ICT to form part of its staff complement.
Qualifications and experience required
Applicants must:
- Be in possession of a recognized qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with regard to programmes commencing as from October 2003) in Information Technology, or Computing, or Project Management, or Business Management, or a comparable professional qualification;
- Have at least 3 years of working experience which must be in a management position, in a formal and mature ICT environment; and
- Be proficient in the Maltese and English languages.
Duties of the Senior Manager ICT
The Senior Manager ICT is required to support and further develop the Laws of Malta Website, LECAM and other IT applications of the office apart from daily issues.
- Providing technical support to OSA Officers as applicable;
- Coordinating and supervising the compilation of data used for business reporting purposes and providing the necessary support for their generation;
- Coordinating and managing any online service, website and any IT system, virtual and or physical which is the responsibility of the Office of the State Advocate.
- Implementing and coordinating a system of good governance in relation to any IT source codes and / or any other IT-related security requirements;
- Reviewing ICT Contracts and ensuring that SLAs agreed with the Office of the State Advocate are adhered to in accordance with contractual obligations, and flagging any issues to the Head of Corporate Services;
- Coordinating the change management process and ensuring that users, where applicable, are informed of changes made to information systems;
- Assisting the Head of Corporate Services in gathering the necessary data for the preparation and monitoring of the strategic, budgeting and operational plans of the Office of the State Advocate in the area of ICT;
- Ensuring that information systems being implemented are used to their optimum levels;
- Coordinating training as applicable on Information Systems to staff members of the Office of the State Advocate;
- Assisting the management in the implementation of the ICT Business Strategy, Business Continuity and Disaster Recovery;
- Be aware of the General Data Protection Regulation and of its importance and relevance to the Ministry / Department and advising management on its practical observance vis-a-vis ICT systems within the office;
- Participating in the compilation of the requirements definition and ensuring that the system specifications meet the business requirements of the Office of the State Advocate;
- To assist in the implementation, testing and day-to-day exigencies of all the IT services and solutions owned by the Office of the State Advocate;
- Manage IT assets and that all assets are recorded;
- Carrying out adequate research about market, business and technological trends to put forward recommendations to the Head of Corporate Services and other senior management for the application of ICTs to achieve the Office of the State Advocate’s set objectives;
- Liaising with MITA and other suppliers, in terms of projects and services as applicable, while coordinating any effort in relation to the planning, administration and management of the government infrastructure;
- Maintains professional and technical knowledge by attending educational workshops, seminars and conferences to also establish personal networks;
- Assisting during user acceptance testing to ensure that the system developed meets the business requirements and is according to the specifications agreed to;
- Assisting and supporting his / her superiors in the understanding of the ICT Business functionalities of specific business areas;
- Monitoring and evaluating new technology for its relevance to the Office of the State Advocate and other advice accordingly in order to take full advantage of such technology available;
- Keeping abreast with technical and strategic developments and trends within the ICT industry and specific business areas;
- Carrying out any other duties according to the exigencies of the State Advocate Office as directed by the State Advoate / Head of Corporate Services and / or their delegate or the respective Ministry CIO or their representatives.
Salary
- €32,051 plus yearly increments plus performance bonus.
